Trying to Apply in 2017 - Please Help - Easy Question on Income

I am trying to apply for sponsoring my parents into Canada by submitting an application in Jan 2017 when the program re-opens. Have a few questions about incomes:

1. I assume the income requirement will be set for Tax Year 2013, 2014, 2015 - correct?

2. The minimum income for 2015 hasn't been posted, so we are kind of playing a guessing game when submitting the application in Jan 2017 - correct?

3. If my 2013 income does NOT meet the required amount (say my income was $30,000 but the requirement is $35,000), and I didn't meet it because I started working in a full-time job in September 2013 and I got paid only wit a quarter-year salary, but I can show proof that my annual income is way above $35,000, am I still eligible? Or do I still have to waste another year before applying?

2. For now you are guessing. However the 2015 amount will be posted before you submit your application.
