Wow...Congratulations. That means they have approved his visa on special grounds considering your situation. Can you tell me if you (parents of this child ) are canadian PR and this child was born outside canada ?

Your sister’s application is still processed from where she lives, not where you live even if you are the representative. A rep is just to act and fill out on her behalf.
