TRV Processing Times For SE Asia Countries

I just took a look at the CIC website to see the current processing times for Tourist Visa applications, I was interested primarily in Vietnam, but when I saw the result - 723 days - I was astounded! I then decided to check the adjacent and neighbouring countries in the area with the following results:

Cambodia - 27 days
Indonesia - 13 days
Laos - 26 days
Malaysia - 53 days
Myanmar (Burma) - 28 days
Singapore - 84 days
Thailand - 25 days
Vietnam - 723 days

Does anyone have any idea why such a disparity exists for Vietnam? When I looked a couple of months ago, I believe the estimate was around 150 days.
