You’re a Canadian citizen, a permanent resident of Canada, or a person registered in Canada as an Indian under the Canadian Indian Act
If you’re a Canadian citizen living outside Canada, you must show that you plan to live in Canada when the persons you want to sponsor become permanent residents.
You can’t sponsor someone if you’re a permanent resident living outside Canada.

Both parents are in India currently and I am flying back to Toronto next month as I will be taking a full time employment there.
Should I apply for my 9 mos old baby's TRV upfront or should I wait to land in Canada and then start both her PR sponsorship and TRV application together?
Apply for TRV now. Supervisa is based on income earned in Canada so doesn’t sound like your mother qualifies if you have not been living in Canada. She could even struggle to get a TRV if there is concern she is trying to move with you to Canada.
