I got 3 years pgwp in canada. I am trying to apply my multiple-entry visa for work permit. Currently, I am in Canada. But every time online I got IMM5257 form instead of IMM5257E (inside Canada). can anyone please help me in this matter.

Hi,
Try this: Google "apply trv in Canada", click on the first link and under section 1 there should be a link to application package. You have to select Canada as the country first.

I have a question for you, are you applying online or on paper? I am in a similar case, I have hold my PGWP and am trying to get my new TRV online. However, everytime I started answering the questionnaire, they always prompted me to the wrong visa.

This is what happen in the questionnaire:
What do you want to do in Canada? Work --> they prompt me for Express Entry application, which I do not want
If I answer study --> it also doesn't prompt me to PWGP or TRV application
