I need to get a TRV to come back to Canada, as a visitor because I need to leave Canada for an urgent matter on April 8. Is it advisable to send the Passport to Mexico given the short processing times?

Nice to hear from you again friend. It says they process TRVs but doesnt say if they do it for Canadian residents, and I may just have to send my passport to them since I have to get this visa somehow! It's worth a try, a few hundred dollars for shipping.
I had received one from New York but it took forever the last time i sent it to them. Worth a try!

The thing is that each VAC has its own rules and those rules include not mailing passports back to address from certain countries. For example I think that USA VAC's only mail passports back to Canadian or USA addresses. You should make sure they give service to your mailing address.

There is. You need to justify why you are requesting an urgent processing. From CIC:
Please note that your request for urgent processing will only be considered in exceptional circumstances. Not planning well in advance the processing of your application is NOT an exceptional circumstance that deserves urgent processing
