Trv for Minor in philippines

Hi all,
Im currently in Dubai UAE and my daughter is in Philippines who's been looking after by my parents, she is 10yrs. old, I recently got a Canada Tourist visa( multipple valid till 2021)

I would like to apply for a TRV for her while im here in Dubai via online. Can you tell me what's the procedure & requirements.
