My wife and I are planning to get TRV to wait out our application after I get my medical exam on January. My question is.
Once I get my PR approved. Where do I send my Passport for Visa stamping? Back in country of origin VO (Philippines) or Ottawa where my PR is being processed right now. Do I have to leave Canada when it gets approved?

It seems well established now that can be done by sending within Canada and the landing process is done virtually. When you are in Canada, update your address. When the passport request comes it will provide different instructions.
Details of how exactly they proceed may change between now and then (such as whether send to Ottawa or other offices).

I’d like to add this isn’t always the case. A family member received PPR yesterday and even though she had previously updated her address weeks ago to her Canadian address (she’s here on a TRV), the instructions provided to her were to send her PP to the VO in her home country, not to Ottawa. We had hoped the updated address would have been noted and the instructions provided would be to send PP to Ottawa, but that’s not what happened.
There were instructions to contact VO in her home country if she was currently in Canada and had access to a Canadian address for 3 months. Her visa stamp is only good for another 2.5 months so we are waiting to see what happens next and are considering options available should she be required to return back to home country to submit PP there. Hopefully common sense prevails and they will endeavour to finalized everything here in Canada before her TRV expires.
