Hi,

My spouse and I currently live abroad and are hoping to get PR approval early this year. Given our circumstances, we won't be able to do the "landing" until Feb 2017. However, we want to visit Canada in September for 3 weeks for my friend's wedding. I am a Canadian citizen and my spouse is non-visa exempt and so normally requires a TRV.

My question:

Can she arrive into Canada in Sept using her COPR, only to leave Canada after 3 weeks but return permanently in Feb 2017? I was planning on giving the CBSA my parent's mailing address for the PR card and then have it mailed to us. Will there be an issue if she leaves Canada while waiting for the PR card and/or if the 1st time we use the PR card is for entering Canada?

Or do we have to apply for a TRV for the September visit?
 
The landing is when you first use and "activate" your PR visa. So if she has her visa and COPR in September, that would be her landing. She can give your parents' mailing address for the PR card. They can forward it to you. That is not an issue. I am not sure what you mean about the 1st time for entering Canada.

If she has not received her PR visa by September, then she would need to apply for a TRV.

You don't use or need a PR card to leave Canada.

As mentioned, she should officially "land" when she enters Canada and your parents can courier the PR card to you after it arrives.
