Currently working here in Kuwait and have a TRV valid for May 2028.
My family and I want to travel this year to Canada for tourism and visit some friends and relatives.
All were vaccinated.

Question:
1. Can I apply on their behalf for TRV of my wife (housewife) and kids (13 and 15 age) while they are in the Philippines?
2. Can I use my IRCC account? If Yes how?
3. Should I apply in the new IRCC portal or GCKey?

NOTE:
I'll be using my IRCC portal only to apply their TRV online, while their Biometrics/passport will be processed in the Philippines.

Yes you just need to fill out Use of Representative form and include it in your application.
This gives you right to apply on behalf of someone else.
