As I have the study permit visa, my course starts from jan 2021 in Conestoga College(Guelph Campus,Ontario) and I am planning to fly in December. I have relatives in Montreal(Quebec) who are citizens of Canada and I want to get to them first before my college starts. Is it possible for me to fly to Montreal rather than landing at Toronto(which is near to my college)? As I am going for the first time and start my immigration status, where should I fly to? Please help me with this issue
If the border restrictions are still in effect in December, then you are supposed to be traveling for an "essential" purpose only - and starting school is deemed essential. Visiting relatives is NOT. Don't take the chance - fly into Toronto.

Yes, if there are no travel restrictions, you could fly into Montreal. But don't plan on that - my guess is the restrictions will be in place through the end of the year at least.
