Hello, I was just wondering if I can land in Toronto, travel to NYC and go back to Toronto but since my PR card will be issued later on, can I still re-enter Canada with COPR?

So, with COPR you can travel using private transportation, can you apply for PRTD if you are a newcomer?
You can apply to it once you get to NYC but there is simply no guarantee that you will get it before your travel back to T.O
