My husband arrived in Canada in December so just 2 months ago to do his landing from Dominican. We were thinking we would get his card in time but it seems we got a letter today to say we need to submit new photos as they lost/misplaced them.
We are supposed to be traveling March 12th back to Dominican for 1 week with my sons freinds on spring break and as well for him to do a couple things.
How are we supposed to travel without this card? What do we do? We certainly don't want to risk him not being allowed to return.
You could, if this is possible, go to the U.S and cross the border by land, the COPR would be enough to let your husband in. Without a PR the airlines wouldn't let him board a flight to Canada. Another option for you could be asking for a temporary permanent residency travel document, so your husband can board flights to Canada, but I don't think it would be there in time as you are only traveling for one week. This one you would have to apply at the embassy in Dominican.

Thanks. It is risky and I would be too stressed and worry about possibly not getting it in time.
My husband can't enter the US either without a visa because he is from Dominican.
I guess it is possible to submit the pictures tomorrow and over night courier it. Maybe we could get the card back within a couple weeks
