I became a Canadian permanent resident under a protected person. Due to all delays with travel documents, I requested my seized passport (which I got back).

There is reason why there's RTD. Travel Document is for Refugees who cannot use their COO Passport. Using COO Passport entitles you with all rights and where necessary assistance from your country of origin foreign mission/embassies. Long story short, do not use it to travel to anywhere until you become Canadian Citizen.
