Hi I have contacted them today for this inquiry.
A visa is necessary, and it costs 202,50U$ which it's funny because I've read here someone who travelled some MercoSur countries without PR/Visas.
Colombia replied no PR/Visa necessary. I'm waiting for the answer from Paraguay.

I got a reply from Chile ambassy, you need a visa but it costs 0$ for refugees.

For example, my Daughter lives in Chile, and I couldn't travel to Chile because they did not accept the RTD as a valid document to travel. So I decided to go to Argentina and I had to go to their embassy in Montreal for the interview and to stamp the visitor visa in my RTD.

I called them and they gave me the appointment really quick, since I'm in Ottawa they told me we can do the appointment at 10am and by 2pm they can get my travel document ready. So I spent the whole day there waiting for my travel document. An advise: when I arrived there, they want me to pay a pre-pay envelope in Canada Post to sent my travel document back, but I complained about since they told me that I can wait, so I didn't accept it and I say that I was going to wait. At the end, everything was normal and I returned to Ottawa in the afternoon with no issues.
