Can I travel outside Canada (and visit India, my home) while I have applied for PR under CEC?

yes you can there is no restriction. But make sure you have a valid Canadian visa to return back if u want

as you know PR application processing time within canada is 15 months if i travel out side canada for more than 6-9 months so should i travel or not.?
Regardless of your application you are allowed to travel, most ppl apply for PR and leave the country. You will just need a current valid permit with visa or a visit visa to come back into the country
Does one need to inform VO of the travel been made outside of Canada. Maybe update the new travel detail in supplementary travel form and send it to the VO?
After applying for CEC PR, you can travel without any restrictions and you do not need to inform CEC that you are travelling.
Now if you plan to be outside canada for a several months, you may want to update your mailing address as CEC may try to mail stuff to you. Also when you get your medical request, it is better if you are in Canada so that you can quickly complete your medical test and have the results sent to CIC without delay.
