so here's the situation.. My wife is in the USA, I sponsored her to be a resident, the seattle immigration office already asked for my wife's passport for visa stamping (visa already approved), but my wife is planning to go back home in the philippines first before landing here in canada.. Does she needs a travel document to enter Canada? or she just needs to land in canada before her visa expired?
so she needs a travel document even though she haven't landed in canada yet?
her current location is in the USA, she got approve of residency while she is still in the USA but she's planning to go to the Philippines first before landing in canada?
so her trip would be like this
starting in the USA -- to the Philippines -- then to canada..
is the resident visa on her passport enough for her to enter canada?

No. The visa in her passport is her travel document and will allow her entry into Canada assuming she goes to the Philippines BEFORE landing in Canada. And yes, she must land in Canada before expiry of the visa. If she lands first and does not have her PR card by the time she wants to re-enter Canada, she can apply to the consulate in Manila for a travel document.

She needs to land to canada befoRe the visa expired, otherwise she cannot enter canada. I suggest for her to land first before she go back home, just to be safe.
