No - you can't.

You can only apply for a TD through an office outside of Canada. So you'll have to wait until you are outside of Canada to apply.

However, there are threads here in this forum that suggest one should leave the country fully prepared with all documents that can prove residency of 730/ 5yr without any doubt. That can include but limited to Medical reord, proof of job/ pay stubs showing job in Canada, proof of Uni/college attendence, proof of social activities or Welfare etc. In short proof that cannot be challenged as the one else can also perform on your behalf, example bank transactions, tenant agreement etc. are not consider as solid proof of your residence in Canaada.

If I didn't meet the residency obligation and still want to visit my family in Canada can I do that if I cancel my PR card, and where can I cancel my PR card
