Travel document apply study permit within Canada.

Hi, my passport was stolen and I went to the Chinese consult which only can issue me a travel document. And 1month later to pick up it. However, I came here as a visitor and decided to study here in a sudden. My program will start in September. There is not enough time to go back home to replace and apply for a study permit before the due date. I saw there is an information about travel document to apply for a study permit in CIC. Can I do that? What should I do? Thank you.
