Travel Doc for child born to Canadian Citizen and Permanent resident

Hi, I received my permanent resident visa last week but I have 18 mths old daughter who was born in Jamaica where I am for my husband of course who is a Canadian citizen . He applied for citizenship certificate for our daughter last July 2015 and its been in process since August 2015 . Can I apply for a travel document for my child so that she can accompany me to Canada when I am doing my landing? I have to land by Sep and I have not heard anything from immigration about her citizenship certificate.

As she is under 2 years old, you can apply for a limited validity Canadian passport. You need to show that you've applied for her Certificate of Citizenship based on her father's citizenship.
