Hello, I had the papers dealing with my husbands birth certificate translated here in Canada. The translator has his seal, and signature, and a declaration on the translation. Are we also supposed to send in the Portuguese document also? What exactly is a certified copy of the original document? I made photocopies of both the original and the translation and had them notarized, can I send that instead of the certified copy? or is his declaration making it a certified copy? or should I ask the translator about it? he doesn't live in the same province as me so it would take another week, Help me haha.. this is so confusing. Allmost every other part of this process I understand now but this translation is not clear to me... thank you so much for any help

Which means your translator had to sign an affidavit which states that he made this translation from the original and that the attached copy of it is the true copy of the original document and not smth else.
However, since your translator is quite far away, you can swear that his translation is accurate and he is language proficient:
