Transit visa got rejected with reason purpose of visit as not satisfactory. can some one help wat does this mean

My sister and brother in law along with their 10 months old daughter have applied for a transit visa for canada for their travel from mumbai to mexico via TORONTO scheduled on 19th Jan 2016 with transit visa application as . In support to the doucmentation they have provided all proofs right from air tickets up to mexico, valid passport , valid mexican visas , valid salary proof certificate , validate attested marriage certificate , valid bank statments and job position letter from Mexico CINVESTAV university. He was out to india for a small vacation and is returning back along with her wife and new born baby. His transit visa is been rejected with reason as PURPOSE OF VISIT - NOT SATISFACTORY He has already booked complete flight tickets and cancellation of them will impact him financially. Would appreciate in guiding us the best way to ensure that they get a transit visa and be able to flight with the same tickets

For me it looks like an error on your part filling the forms.... if not this seems like a mistake, so you can resubmit the application if you are sure everything is "valid".
Thanks for responding. We reviewed the submission and there was no error but the travel agency suggests us not to re apply and rather look for an alternative route. Also if we re apply will it be possible to get accepetance before jan 16 ??

Possible yes...
I concur with your travel agency.... in fact, travelling India-Japan-USA-Mexico is much easier, shorter, cheaper than going through Canada

I've question, not related to this specific thread but in general. What are the options in terms of appeal a person/host have when a visit visa gets rejected?
For eg:- Can a person appeal against the rejection or ask for specific reason?

You can appeal but it is a very long and slow process....
It is way faster to simply correct what is needed and resubmit.

There is no process (http://www.cic.gc.ca/english/helpcentre/answer.asp?q=422&t=16 ). You will have to hire an international immigration lawyer, he will open an appeal case in the government of Canada, then Canadian Government will evaluate if the appeal is valid, and the process will begin. This would a formal international immigration case, so prepare yourself for a lengthy and costly process.
