We are traveling to US using United airlines which has a transit in Toronto. We will take ETA which is not an issue but my mother needs Canadian transit visa for 2 hours because she wanted to join us on the trip and we bought the same itinerary for her as well. While buying the tickets we had no idea that one need transit visa or ETA for Canada as well. We applied her transit visa and status shows that “they are processing background check” which sounds a bit of hardwork for nothing as we are just changing plane and have no interest in visiting Canada. Application submitted on 5th April and she is taking her first flight to us on 30th April and no sign of transit visa approval. Of course she has Schengen and US visa sorted which are needed for travel except for an airport transit country. Shall we change the tickets and avoid Canada in order to not ruin the vacation?
I am not worried, it’s a matter of financial loss which we can decide at the last minute but what an inefficient system where one need transit visa because someone chooses their country airline and has a layover. No country other than US and Canada I know where one need transit visa. In this case ticket is Air Canada with a codeshare of United airline.
A lot of countries require transit visas. You've chosen an itinerary that requires one. It's your responsibility to check visa requirements, which you seem capable of doing for US and Europe but not Canada

Many people try to enter Canada by buying a flight that transits through Canada that is why a transit visa is required. People can technically leave the airport and not catch their connecting flight. 2 hours is also pretty tight to get to your next flight.
