Transit visa on arrival- Canadian PR

Hello guys !

I have a Canadian PR with Pakistani Passport- I am travelling from Canada to Pakistan via Heathrow. I have a 20 hrs layover in London. I would like to go out for shopping. Is it possible to get the transit visa on arrival in Heathrow or do I need to apply in Canada for transit visa.

Any kind of help would be highly appreciated .

As far as aware UK has no facility for any visas on arrival.

According to this, holders of Canadian PR permits (issued after 2002) can have layover 'landside', meaning they can exit airport, as long as flight leaves within the next day and some other conditions. I do not know if this is up to date.
