my parents are visiting me in US, this time they are coming on April 23rd via Toronto, returning October 15th via Toronto as well.
we applied for Canada transit visa and they got it for 2 entries, but it expires on September 18th !
on their way coming in; in April - Im sure there will be no problem, the visa will cover them
but what about the return trip ?
I understand that the visa does not determine the validity to stay in Canada, and that is determined by the CBSA officer upon entry - and I wouldn't be concerned too much if they are statying in Canada, but they are just transiting - so in reality they are "reentering/transit" through Canada again in October
is that something the CBSA officer will authorize on their way in ? or do we need to apply for new transit visa for October ? or file visa extension ?

Your parents have been issued Transit Visas with two entries.... but with a validity of 6 months. IRCC would not have issued a visa validity longer than 6 months for a Transit Visa.
Your parents cannot apply to extend their visa.
They need to apply for a second/new Transit Visa a couple of months before their departure from the US to their home country

Thanks Bryanna, I figured, do you know if they can do that while they are here in US ? I know I can apply online for them but since they have Egyptian passport, can they send the passports somewhere here in US to get the visa stamped ?

Their ties to their home country will be weak if they apply from the US. But, as they have been granted transit visas already, it might help to get the second transit visas.
Recommend you factor in significant time for processing their applications that is well before their return flights, or else re-book their tickets to avoid transiting through Canada on their way home.
If they apply in the US, they can submit their passports to the nearest VAC
