Transit through USA with V-1 Visa

Hello, I was wondering if someone can possibly give me some information. I have a girlfriend who travelled from Peru to Canada bypassing the usa. We have a V-1 Visitor visa from Canada. Her returning flight stops in the USA. Will her v-1 visa allow her to transit through the states(aka connecting flight)? She can't get a ESTA as peru is not on the list. Or does she really need a visitor usa visa just to transit?? Any help is apprecitated, thank you!

Thank you, basically from what I gathered. We're screwed haha. No U.S. consulates in Edmonton, only in Calgary and she's suppose to fly in one week. I will have to book another flight that bypasses the states. Ouch on the bank account but my own fault..
