Transferring my POF from bank to another

I have ordered gcm notes and found that my POF has been passed.

Now i am living abroad and about to go back to my home country, my question is

Can I transfer my POF from (bank A) in country X to (bank B) in another country Y ? Or should i wait till my application gets approved?

IF yes, do i have to inform cic via webform or not ?

I believe you can transfer your funds from bank A to B. However , you should maintain the minimum balance for express entry while your funds are in Bank B. I don’t know if it is necessary to inform IRCC.
