Is the applicant supposed to know whether his file has been transferred to the local office? And if yes, is it through E-cas or the CIC number?

I did call and enquire and the staff told me that the info of transferring the file to the local office is an info that I would not know!
 
Thats a strange reply from CIC rep you spoke with. I called mine yesterday and asked the exact question if my file has been transferred to the local office or not. He gave me an answer confirming that my file is now with the local office.
Better try them again and hope you get a different (and better) agent.

Do you still have both lines at ecas receive and in process , some members in the forum claim that once the receive line disappeared that time your file transfered to the local office

Yes, I still do have them.

I hope I can get some info about the Vancouver applicantions timeline!
