it is a must to send these docs in a sealed envelope

however, if for any reason, u can't manage this then i would advise u to attach an explanation letter stating the reason why the sealed envelope could not be arranged

No need to worry on it. Just sealed it. Its fine...what is more important is Its should be from genuine source.

Mention that thing in cover letter that university doesn't issue sealed transcripts.
