Is a electrical trade qualification (red seal) classed as "earned a Canadian degree, diploma or certificate"?

Do you know if the red seal exam is passed can we claim points for my partners education under CRS points tool: 11) What is the highest level of education for which your spouse or common-law partner's has: ... ? My partner and myself are applying for PR asap through CEC and we need more points, he is my common-law partner and I am the main applicant with 1 yr exp. under CEC.
