TR to PR last applying date

Hi guys. I am a healthcare worker and my one year of work experience will be completed exactly on November 5, 2021. The public policy mentions that it ends on November 5, then at the bottom it says the application up until November 5 will be processed. Today the TR to PR page shows that it will close on November 5. This is really confusing. I have to apply on November 5 but i am literally baffled by these dates that the same ircc website mentions. Could you guys confirm the last day of application? I would be grateful to get your ideas on it. Thanks in advance.

If it closes on the 5th that is the last date so you must apply on or before the 5th.
