this is called dual intent visa. You have to prove there is a strong tie that visitor has with his/her home country that he/she will leave the country after visit. In the case of spousal relationship, it is extremely difficult to establish this tie. Why would he/she want to go back home when his/her spouse is in Canada and the ultimate goal is immigrating to Canada, right?
It does not matter what you say. You have to present visa officer that you have strong ties with your home country that convinces him that you would come back after the visit.
