I am planning to send my application as skilled immigrant to be nominated Quebec, One year ago I did a TOEFL (Test of english as a foreign language) and got a score of 610/680 and a test of written english 5.5/6. Will my TOEFL score be accepted in leu of IELTS as a prove of my English language or must i do IELTS?

We wish if they could.
but they dont !
IELTS is the only thing they accept. Surprises me something is that, IELTS's listening part's accent is british and Canadian speak in US accent. so?
Nope, only IELTS result is accepted for immigration purposes.
According to your TOEFL score, you can do a good job on IELTS.
@ jnathan,
They're paying tribute.... to their colonial masters. ;D ;D
Was wondering coz just read about this on the goverment of Quebec website •To establish your English language knowledge, please enclose with your application the necessary documentary proof for yourself and your spouse, where applicable. This proof could be the results of a recognized evaluation test, such as IELTS, TOEFL, TOEIC and Cambridge tests.
•You may also enclose a document to prove that you have worked in English or French.
