In that case you are currently in violation of your PR residency requirement. You'll need to live in Canada for two straight year before you will be able to sponsor your child. If you apply early, you can expect the application to be refused and for IRCC to begin processes to revoke your PR status.

Regular care will have to be paid out of pocket. Some province do cover children of PRs but many do not. Same thing as schooling. She require that the child show their PR card although you have a year or more until you run into that problem. Your child should avoid leaving Canada because there is no guarantees she/he will be let back in. You should apply for extensions online.
