Then he got a mail from canadian embassy-New Delhi to submit documents along with IELTS certificate. He wrote back that he didn't acquire IELTs. Then the embassy team wrote that to pay 15,000 so that they will get IELTS certificate within 2 days and will process the visa soon.

Of course there are people out there who will sell anything including fake IELTS but that would come into the same category as fake Passports, driving licences , work permits and any other form of fake Id you can think of. This is what these scammers are prepared to offer here for a price but in the end there will be no job and if anyone gets as far as trying to use any of this documentation there would be consequences.
