To change private college after completion of semester one

I want to ask that after completion of 1st semester of PG COURSE from Liaison college (private college), can I change province and college (public)? If yes, how? and can i get refund for my paid fee? I want to change college beacause of PGWP. So, please guide me.

1. You have to apply to the college where you wish to attend, get accepted and inform CIC of the new DLI.
2. Unlikely that the college is going to refund fees.
