Time in Berlin after submitting full documents in second stage

Dear all,
I submited full documents in March 2009 in Berlin after two years of waiting and till now no response. However, I wrote an email to them in berlin and they told me that my applciation is in " paper screening qeue". Does any one know what does it mean and how long it will probably takes to get some final news about medicals of interview etc.

Im also going to send full application under new rules in couple of weeks to Berlin and as for your inquiry I think they are checking your papers whether they are ok or not...
