Got PhD admission in a Canadian University (Financial assistance).
Had MSc (Animal Science) from a Canadian University. Currently on my PGWP/worker visa. Planning to apply study permit from India.
My wife's visa was refused when we applied 3 years back (2009) during my MS (With financial asst).
I would like to apply for my wife and my son (10 months old) after I start my PhD program in Canada. Please advise me regarding success rate. I am desperate to advance my career by doing PhD successfully.

Along with your study permit application, your spouse & child can join you and they need to apply for TRV, but it won't be easy to secure the same. They must file their own TRV application IMM 5257.

You need to have minimum living expense: single student C$10,000+ + one family member $4,000+ each additional family member $3,000 (for a period of 1 year, in all other provinces except Quebec).
The more funds you have, the better it is.
