Since you have your eta (and visitor visa), there should be no problem when your Canadian spouse and children and you ALL go through the customs via the "visitor" section/lineup.
Yes, we will all go together through the visitor section. I don't have a visitor visa for my husband... he is from a visa-exempt country, I'm assuming that doesn't matter? Sorry, I'm starting to stress that maybe he won't get in due to me being unprepared.
I guess what I'm wondering is, isn't is obvious that because we are all going together, that maybe he is moving to Canada? My father suggested that we just be honest about my husband coming in so we can start his PR application, but that goes against everything I've been reading, but never-the-less, it's causing me to doubt myself.

He'll be fine. Don't volunteer information with CBSA. If they don't ask, you don't need to say it. He is not moving to Canada; he is coming to visit with his family. If CBSA asks further, say you will be applying for sponsorship. Pay the full $1040 PR fees and have that receipt ready in case they ask.
