The Right of Permanent Residence fee

I am not sure which way is smooth to the application process.
Do I have to pay fee $550 and $490 for The Right of Permanent Residence fee together with my application?

When you send your application you have to pay $550.
And later on CIC will request the RPRF fee $490.
However, you can also pay the $490 right away, but as I said, you don't have to.
