Temporary resident with a work permit needs to sponsor spouse

Hello,
I am a temporary resident holding a work permit in Canada. My husband is applying for a dependent work visa in order to get here. He has faced 3 rejections before we were married on applying for a visitor visa to Canada.
I would like to know if he needs to have a job in CANADA in order to get a work permit? Also, I would like to know the list of documets bother oder us need in oder to make his application strong?

First is your job classified as NOC 0,A or B ? Husband does not necessarily need a job first but depends on answer to skill level of your job.
