Temp work permit without getting a job offer

Hi everyone,

I am not sure if this is true but I heard there is some sort of temporary work permit that will allow you to immigrate to Canada without having a job offer. You have a wait a few months for the permit and it allows you to find work in Canada for up to a year. Whats this about? Is this true? From what I know about temporary work permit is that you have to get a job offer.
