Yes, you have to extend both the TRV and the work permit if you intend to remain in Canada and continue working. As long as your work permit extension is received by CPC-Vegreville prior to the expiration of your original permit, you can continue working under the conditions of the original permit by "implied status". This is covered in Section 186 (u) of the Regulations, and in Section 24 of the OP11 Processing Manual. Leaving Canada while you are under implied status makes the implied status go away - so, if you were re-admitted to Canada, you wouldn't be able to go back to work until you got your new work permit. In addition, you may or may not be re-admitted to Canada in the first place if you leave while you're waiting to be assessed for extension of your TRV. You need a valid TRV to travel to Canada.
186 A foreign national may work in Canada without a work permit (u) until a decision is made on an application made by them under subsection 201(1), if they have remained in Canada after the expiry of their work permit and they have continued to comply with the conditions set out on the expired work permit, other than the expiry date.
201 (1) A foreign national may apply for the renewal of their work permit if
(a) the application is made before their work permit expires; and
(b) they have complied with all conditions imposed on their entry into Canada.
