My TEF Canada exam results are like the below:

Speaking: 432
Writing: 242
Listening: 290
Reading: 245

Do I qualify to CLB 7 or not?

I'm confused as my writing score is low, however the average is well above CLB 7.5.

Your writing score is CLB 5
 
Who knows? You haven't stated what your stream is, your NOC or whether you are choosing French as a first language.
 
Sorry. NOC 3012, Federal/EE. French is my first language.

Question is, if i'm below CLB 7 in one band in TEF while my overall average is above CLB 7, am i eligible or not?

You are not eligible, you must obtain CLB 7 in all 4 sections. So you can either retake the TEF (which if i'm not mistaken you must wait 2 months in order to be able to retake it) or try your luck with the IETLS/CELPIP.
