I'm confused as my writing score is low, however the average is well above CLB 7.5.

You are not eligible, you must obtain CLB 7 in all 4 sections. So you can either retake the TEF (which if i'm not mistaken you must wait 2 months in order to be able to retake it) or try your luck with the IETLS/CELPIP.
