Technical Advice Needed-Can PDF files go lower than 96DPI?

I found several software that can compress images below 96DPI while retaining sharpness and legibility, which is the only way I can get my proof of funds document under 4MB.

However, the CIC website said scans should not be lower than 96DPI. I wonder if anyone has gone below and was fine with their application.

Besides, can one really tell the DPI once images are converted to PDFs?

As long as it's clear and readable it should be fine. I doubt they are sitting there counting dots
