I have been working in the UK as a UK citizen. I am planning to activate my PR status in Canada and travel round for a few months before returning to the UK. Would I have to fill out a Canadian tax return as a non-resident who has not worked in Canada or earned any money there?

No, you don't need to file a tax return. However, why bother renewing your PR status if you can just do your travelling with your current U.K. Passport?
