I was in Canada for nearly 6 months on a temporary visa in 2022. I became a PR in 2023, I tried to file tax for 2022 at HR Block but they said I couldn't do it because I didn't work or study. Do you think it would work to maybe file the 2022 taxes now or if I could use 2022 without filing as an exception?

If you were on TRV in 2022 then not a resident for tax purposes. No need to file.
