During the Summer semester you can work full-time (May to Aug) regardless of you taking any classes or not. Between Sep and Apr you are only allowed to work up-to 20h/week.

This isn't the case. You can work part-time when you are studying full-time. You can work full-time during scheduled breaks. The months are not relevant.

The fall-term usually runs from early september-to mid/late december (you'll get 1 or 2 weeks here), the winter break usually runs from January to April. Each of these terms usually have a break week. May to August are the 2 Summer terms which in general you are not expected to take classes (unless required by the program or if you want to do so) During the summer is when you would be expecting International students to work full time, not between September and April.
The months help set a frame, but if you want to go into extreme detail and take into account the very few days you might be allowed to work during the SEP-APR period go ahead.
