Can anyone help me please?
Im in canada for two years now on visitor record ( working as clergy who are exempt of working permit) and get paid every two weeks but i have only a T4A (and not T4) so i get it as a scholarship. does it count for canadian experience?

No one here is in your situation. You say it is a scholarship? So your work is part of an academic program? Then no, it will not qualify for work experience under CEC.

If you mean "stipend," that gets more confusing. The question would be, who pays you (who's technically your employer?)
 
Hi are you a pastor at the church? if so, you can apply for PR under FSW. my pastor who is actually missionary here got PR under FSW.

Canadian Experience Class (CEC) is one immigration program (this forum), Federal Skilled Workers (FSW) is another program - here's the link for FSW:

T4As are generally issued for non-employment income. This includes students who receive scholarships/stipends, and contractors who are technically self-employed. CEC specifically excludes the self-employed, so you may be better of with FSW anyway.
 
To be eligible to work as clergy without a permit you must meet the following Section of the Immigration and Refugee Protection Regulations:

186. A foreign national may work in Canada without a work permit:

(l) as a person who is responsible for assisting a congregation or group in the achievement of its spiritual goals and whose main duties are to preach doctrine, perform functions related to gatherings of the congregation or group or provide spiritual counselling;

This is further described in the Foreign Worker Manual:

R186(l) applies to persons whose employment will consist mainly of preaching of doctrine,
presiding at liturgical functions or providing spiritual counselling, either as an ordained minister, a
lay person, or a member of a religious order.

It is arguable that you could be eligible to apply under CEC but you might want to seek legal advice from a consultant or lawyer that has experience with clergy.
