Since I started working in canada from 1st Jan 2013 and I will defintely wait until 1st week of jan 2014 to apply under CEC.
Apparently I have not been filing my tax returns for 2013 , untill Feb - March
Should I file my documents under CEC without T4 and explain the scenario and once I file and recieve T4 , and submit in later days

Last year, i e-filled my tax around 3rd week of Feb. CRA approved my tax return with in 5 days. then I got the NOA after 10 days.

If you e-file your tax returns, you should be able to get the NOA within 2-3 weeks from the filing date. This has been my experience as well and trust me I know a lot of my friends who got their NOA within 2-3 weeks.

If you e-file, it means you have previously submitted a tax return. If this is your case, your last NOA is more than sufficient for CEC purposes.

Just a word of warning - if this is the first year you are filing taxes in Canada, you will not be allowed to e-file.

I can apply under CEC program in Jan 2014 , without T4 slip and NOC. I will be completing my one year in canada. Once I apply and recieve T4 and NOC I can submit in later days.
Is my understand right? Please advice

NOA (not NOC
) But yes, you can submit the NOA and T4 later, but be sure you provide a written explanation for why they are not included with the application.

Are all T4 and NOA require or the latest only.Started working on 2008 as TFW up to present and have move around twice in different town but all in Alberta.Please share your ideas.

It's not my idea, it's CIC's, as clearly stated in the Document Checklist -
"...copies of your most recent T4 tax information slips and your Notice of Assessment..."

To clarify, most recent is let's say 2012. I have had received T4 of 2012 from employer and have them e file soon.That would works?
If you don't have your 2012 NOA, what you could do is give your 2011 NOA and T4, along with your 2012 T4 (if they all are for skilled work).

I agree. But I'd provide it even if it's not for skilled work, as you declare this on the CEC application for anyway. Ultimately the NOA is only to confirm that you have been paying tax. It doesn't ask for the most recent years NOA / T4, it asks for the most recent one you have. So, if you have one, give it to them !
I have been on skilled NOC 6212 on July 2012 and one year this coming July 2013, i am asking so I can prepare on needed documents and paperwork when the time comes.
Most recent is 2012 T4 slips.
